LINCOLN AVENUE BROWNFIELD OPPORTUNITY AREA (BOA) STEERING COMMITTEE TO HOLD COMMUNITY INFORMATION MEETING

TOWN OF COLONIE IDA – The Town of Colonie Lincoln Avenue BOA Steering Committee (SC) is sponsoring a Community Information Meeting on Wednesday, September 18th from 6:30-8:00pm at the Schuyler Heights Fire House located at 900 1st Street, Watervliet, NY. A key component of this meeting will be to review the draft redevelopment concept plans for the four (4) key sites located within the BOA study area. The public will be able to view the various concept plans and offer comments and suggestions. Public input from this meeting will be incorporated into the final concept plans for the BOA study area.

 

Background

New York’s Brownfield Opportunity Area (BOA) Program

The New York State Department of State’s Brownfield Opportunity Area (BOA) Program, established by the Superfund/Brownfield Law, authorizes municipalities to pursue redevelopment and revitalization of brownfields. Brownfields are dormant properties where contamination or perceived contamination has impeded investment and redevelopment, making them an economic and environmental drain on localities. The BOA Program provides communities with technical guidance and financial assistance, up to 90 percent of the total eligible project costs, to complete BOA Nomination Plans, which are revitalization strategies for areas affected by brownfields or economic distress. The Department’s goal is to work in partnership with local communities and organizations to realize a community’s vision for redevelopment and community revitalization.

 

The Lincoln Avenue Brownfield Opportunity Area

The state has designated the Lincoln Avenue area in the Town of Colonie, a 370-acre industrial zone containing six large sites, a Brownfield Opportunity Area. This area is one of the Town’s few undeveloped industrial zones and is ideal for redevelopment given its proximity to major highways (I-787, I-87 and I-90), the Port of Albany, and other industrial centers.

 

The Town of Colonie Industrial Development Agency (IDA) is conducting a Nomination Study for the Lincoln Avenue Brownfield Opportunity Area which will analyze the area’s potential to attract new high tech and green infrastructure industries.  It will build on the strategies of the Town of Colonie’s 2019 Comprehensive Plan, the Capital Region Economic Development Council Strategic Plan, the Route 32 Linkage Study and other local and regional plans.

The brownfield work will focus on the former Al Tech Specialty Steel plant (Al Tech) located at Spring Street and Lincoln Avenue. At 112 acres, this is the largest piece of the six-parcel Lincoln Avenue Revitalization Plan.  The Town envisions use of this property by environmental and technology companies or larger high tech industrial companies.

The IDA anticipates that the project will result in community and environmental benefits, including the clean-up of contaminants entering tributary streams that flow into the Hudson River; the creation of high paying jobs resulting from the attraction of high-tech and green infrastructure industries; the expansion of recreational uses for Town residents; the improvement of aesthetics in and around the project area; and the incorporation of mixed-use development along its main traffic corridors.
